This document is intended to support non-GBV specialist humanitarian actors to identify COVID-19, GBV-specific risks in their sectors, and take actions to mitigate those risks.

This document does not claim to be an exhaustive set of guidance, nor should the content be treated as static. Instead, it contains an initial summary of potential options for adapting established good practice to this unprecedented situation. It will be treated as a working document that will be further refined as the situation and the response continues to evolve.

    Tailoring Malaria Interventions in the COVID-19 Response

    While taking measures to halt the spread of COVID-19 worldwide, it is essential that other killer diseases, such as malaria, are not ignored. It is known, from the recent Ebola outbreak in west Africa, that a sudden increased demand on fragile health services can lead to substantial increases in morbidity and mortality from other diseases, including malaria.

        Malaria Social and Behaviour Change Program Guidance in the Context of COVID-19 Pandemic

        To complement the recent guidance from WHO GMP, the RBM Partnership to End Malaria (RBM) Social Behaviour Change (SBC) Working Group has developed interim guidance for malaria SBC in the context of the COVID-19 pandemic. It is recognized that during this unprecedented time, malaria remains an issue in malaria affected countries and in the current context, community members and health workers may face additional challenges that significantly impact the health system. To this end, approaches and systems should be supported to deliver malaria services among communities, households, and individuals.

              Minimum Standards for Prevention and Response to Gender-Based Violence in Emergencies

              The Minimum Standards comprise a set of 18 inter-connected standards that draw upon UNFPA’s comparative advantage and global expertise and are based on international best practice.

              The Standards speak to UNFPA’s mandate to coordinate GBV prevention and response in emergencies as co-lead with UNICEF of the Area of Responsibility of the Global Protection Cluster. Working in coordination with other UN agencies and international organizations, UNFPA can support national authorities and partners to build and strengthen existing health and protection systems. Contained in the Standards are tools to address the bottlenecks that prevent the prioritization of GBV prevention and response in emergencies, and guidance on working in partnership with survivors and members of the crisis-affected population to build individual and community resilience.

                Measures to Ensure the Continuity of the Response to Malaria in the Americas during the COVID-19 Pandemic

                The PAHO Regional Malaria Program is aware of the imminent negative impact that the present COVID-19 pandemic is causing in the countries and their health systems, and consequently, in the fight against malaria in the countries of the Americas; considers that it is essential to guide national authorities; and draws attention to the main measures to be taken to maintain the continuity of actions against malaria, while protecting the health of healthcare workers and in line with national provisions for response to COVID-19. Malaria-specific guidance on the response to COVID-19 has been developed by WHO1 and is the main reference for this document.

                This material is subject to updates by WHO and PAHO on malaria and on the COVID-19 response.

                Guidance on Social and Behavior Change for Family Planning During COVID-19

                This short guide includes important considerations, messages, and resources to support country programs in adapting their FP/RH-focused SBC programming in response to the challenges presented by COVID-19. Program adaptations and messaging should be adapted in line with country context, available services, and local government response, including that of coordinating bodies responsible for COVID-19 risk communication and community engagement efforts.
