Gender Analysis for Vaccine Response: Toolkit for Risk Communication and Community Engagement Actors

Breakthrough ACTION developed the Gender Analysis Toolkit for Vaccine Response for RCCE actors working with national health authorities and other partners to develop, implement, and monitor a vaccine response. This toolkit provides practical guidance to identify gender related barriers that need to be addressed and identify opportunities that can be leveraged to enable a gender equitable vaccine response that increases coverage for all. While Breakthrough ACTION developed this toolkit based on improving uptake of COVID-19 vaccines, it is applicable for any vaccine response.

The toolkit includes:

  • Evidence on the importance of considering gender in a vaccine response.
  • Step-by-step guidance and tips for conducting a gender analysis.
  • Worksheets to collect, organize, and analyze existing information and make recommendations across three RCCE pillars: RCCE systems for emergencies, Risk communication, and Community engagement.
  • An illustrative gender analysis based on a country’s COVID-19 vaccine response.
  • Additional resources for integrating gender in RCCE activities.

How can community-based youth and women’s organizations in the Eastern and Southern Africa Region support demand for COVID-19 vaccines?

First introduced in the Eastern and Southern Africa region (ESAR) in February 2021, 68 million COVID-19 vaccine doses have been administered to date, and the available supply of vaccines in the region is expected to continue to increase significantly in 2022.

Ensuring acceptance and uptake of COVID-19 vaccination at country level is key to successful reduction of transmission and containment of the pandemic. However, introducing any new vaccine – especially with new target populations, through potentially new delivery strategies is challenging.

        Symptoms of a broken system: the gender gaps in COVID-19 decision-making

        A growing chorus of voices are questioning the glaring lack of women in COVID-19 decision-making bodies. Men dominating leadership positions in global health has long been the default mode of governing. This is a symptom of a broken system where governance is not inclusive of any type of diversity, be it gender, geography, sexual orientation, race, socio-economic status or disciplines within and beyond health – excluding those who offer unique perspectives, expertise and lived realities. This not only reinforces inequitable power structures but undermines an effective COVID-19 response – ultimately costing lives.

        By providing quantitative data, we critically assess the gender gap in task forces organised to prevent, monitor and mitigate COVID-19, and emphasise the paramount exclusion of gender-diverse voices.

          Integrating Gender into the COVID-19 Vaccine Response: A Technical Brief

          Many gender-related barriers impact immunization services, including access to, and uptake of, COVID- 19 vaccination. These barriers can include social norms; access to education; ability to make decisions and control resources; health provider attitudes, biases, and preferences; inequitable policies, laws, and regulations; and governance and stakeholder engagement. Failure to address these factors will impede achieving widespread vaccine uptake and greater community protection.

          This technical brief focuses on recommendations to integrate gender perspectives in COVID-19 vaccine promotion efforts as part of the overall risk communication and community engagement (RCCE) response.
